TT Talk – The IMB NVOCC Register
Reducing bills of lading risks
While there may be valid trading reasons that give rise to bill of lading difficulties, there is an unhealthy under-belly of criminal activity.
TT Talk canvassed some trading issues relating to bills of lading in the December 2018 edition. Reference within those articles was made to the English law position articulated in Motis Exports case1, explaining the risk exposure to bill of lading issuers and stakeholders relying on the documentation. This article applies to the industry vulnerability to fraudulent activity.
Banking scrutiny
The International Chamber of Commerce’s Commercial Crime Services division has a primary function of protect the integrity of international trade by seeking out fraud and malpractice and providing reports based on this activitiy to its members.
Even the all-powerful Pointing has no control about the blind texts it is an almost unorthographic life One day however a small line of blind text by the name of Lorem Ipsum decided to leave for the far World of Grammar. The Big Oxmox advised her not to do so, because there were thousands of bad Commas, wild Question Marks and devious Semikoli.
Commercial banks commence thousands of investigations each year in relation to fraudulent bills of lading which are undertaken by the International Maritime Bureau (IMB), a division of CCS. Through the investigation process, IMB conducts due diligence on all trade documents, including bills of lading, and seeks independent third-party verification to provide an extra level of confidence in transactions. This supports banks in relation to their compliance procedures to prevent fraud, money laundering and sanctions breaches.
Suspect bills of lading are those which have false content including the wrong ship, dates, description of cargoes, container numbers or parties. Perpetrators present such bills of lading to banks to facilitate fraudulent activity including money laundering, fraud, illegal capital flight and to by-pass sanctions.
It is recognised that NVOCCs and freight forwarders play a vital role in international trade and whilst the majority operate to extremely high standards, there are inevitably those who for a variety of reasons may deliberately or recklessly issue bills of lading with false content. It is important that safeguards are in place to ensure the security of bills of lading and that there are systems in place to track any misuse.
As a result of recent trends involving bill of lading fraud and a growing concern of their stakeholders, the IMB developed a new initiative, unveiled at Enterprise, Singapore on 15 January 2019, during a panel discussion on the manipulation of bills of lading attended by over 100 delegates from banks, logistics companies and lawyers. The primary objective is to provide a common open platform from which to improve anti-fraud standards and to give due recognition to participating NVOCCs who adhere to the minimum standards established within the platform.
NVOCC vulnerability
"IMB estimates that over 95% of all improperly issued bills of lading are issued by NVOCCs."
From this work, IMB estimates that over 95% of all improperly issued bills of lading are issued by NVOCCs. This is a staggering finding, albeit relating to a small percentage of the total transactions, but a clear indicator of the vulnerability of some elements of the NVOCC sector.
Announcing IMB NVOCC register
“Maintaining the integrity of the bill of lading is of paramount importance to all stakeholders in global trade”
TT Club believes that this initiative to improve standards and reduce potential exposures to fraudulent activity through the supply chain is beneficial to the industry and would therefore encourage its NVOCC membership to evaluate the platform and consider participation in it.
We gratefully acknowledge the assistance in the preparation of this article of Pottengal Mukundan, Director, International Maritime Bureau, ICC-Commercial Crime Services
The initiative introduces an open source NVOCC register in conjunction with a new IMB Code of Conduct which all participating NVOCCs are required to adopt. The Code of Conduct is supported by an online training course which sets out minimum standards for the issuance of NVOCC bills of lading. Participating NVOCCs remain accountable where a document they have issued is found to be fraudulent, however it is anticipated that a wider knowledge of good practice will result in fewer cases of fraud being identified.
Maintaining the integrity of the bill of lading is of paramount importance to all stakeholders in global trade. Where fraudulent activity is allowed to continue, there is a real danger that key stakeholders de-value the worth of the bill of lading. Inevitably, should the industry not be able to address commercially the challenge presented by the use of fraudulent documents, there is a risk that regulations may be required. This initiative recognises and seeks to address this industry wide challenge, seeking to promote awareness and support compliance with acceptable trade practices.

To’rt oycha bo’ldi shu kontorada o’tiribman, shu bois fikrimni aytib qo’yay. Rostini aytsam, birinchida shubha bilan qaragandim — Telegramdagi kanalda ko’rdim, keyin ro’yxatdan o’tdim. Ro’yxatdan o’tish juda tez kechdi, kirish summasi ham kichkina — men ko’p pul tikmadim.
O’yinlar sonini sanab chiqishning iloji yo’q — besh mingdan oshadi deb yozishadi. Shaxsan menga Pragmatic Play o’yinlari to’g’ri keladi: Gates of Olympus meni tortadi, Sweet Bonanza ham doim ochiq turadi. Play’n GO ning Book of Dead ni ham unutmagan ekanlar, NetEnt va Betsoft o’yinlari ham yetarli. Live bo’lim alohida gap — Evolution ning stollari, kamera oldida real dilerlar o’tiradi, Crazy Time ni ko’pchilik yaxshi ko’radi.
Bonuslar haqida ham ikki og’iz: kirish bonusiga to’ldirgan summamni ikkiladilar, ustiga 150 ta bepul aylanma tushdi. Faqat wager talabi 40x — shoshilmasangiz bo’ldi, kichik harflarga e’tibor bering. Ba’zan depozitsiz spinlar ham tashlab turishadi, aktsiyaga qarab. Hozirgi promo-kodlarni ko’rmoqchi bo’lsangiz 888 starz ios ga kirib ko’ring, har hafta yangilanib turadi.
Pul yechish haqida ham aytay: Visa va Mastercard qabul qilinadi, Skrill ham bor, kripto ham bor — o’zim kriptoni afzal ko’raman. Yaqinda pulni chiqardim, yarim soatda tushdi. Bitta holatda passport surati kerak bo’ldi, ikki kun cho’zildi — eng katta minusi shu bo’ldi.
Ilova haqida: 888starz apk ni o’rnatish qiyin emas, do’kondan izlab ovora bo’lmang — bunday kontoralarda shunday. iPhone bilan yurganlar ham qiynalmaydi. Telefondagi versiya 4G da ham normal ochiladi, lekin yangilanish paytida kichik lagi bor edi.
Qo’llab-quvvatlash ruschada tez javob beradi, garchi ba’zida quruq javob kelsa ham. Curacao litsenziyasi bor, bu bizning O’zbekiston uchun odatiy. Xullas, akkaunt ochiq turibdi — men faqat o’z tajribamni yozdim.
Taxminan yarim yildan beri bu saytda vaqt o’tkazaman, shu sababli fikrimni aytib qo’yay. To’g’risi, avvaliga unchalik ishonmagandim — do’stim maslahat berdi, keyin o’zim sinab ko’rdim. Ro’yxatdan o’tish juda tez kechdi, minimal depozit ham katta emas — men kichik summa bilan boshlagandim.
O’yinlar sonini aniq aytolmayman — to’rt-besh mingtacha bor shekilli. Menga ko’proq Pragmatic Play o’yinlari to’g’ri keladi: Gates of Olympus meni tortadi, Sweet Bonanza ham doim ochiq turadi. Play’n GO ning Book of Dead ham joyida, NetEnt va Betsoft o’yinlari ham yetarli.
Aksiyalar borasida ham ikki og’iz: xush kelibsiz paketiga 100% qo’shib berishdi, yana spinlar ham berildi. Faqat wager talabi 40x — bu oson emas, qoidalarni albatta ko’ring. Vaqti-vaqti bilan tekin spin ham keladi, lekin doim emas. Hozirgi promo-kodlarni ko’rmoqchi bo’lsangiz 888 скачать dan topasiz, o’zim shunday qilaman.
To’lovlar bo’yicha shikoyatim yo’q hisobi: Karta orqali qabul qilinadi, Skrill ham bor, Bitcoin ham qabul qilinadi — kripto tezroq chiqadi. Bir hafta oldin chiqarib oldim, yarim soatda tushdi. Bitta holatda passport surati kerak bo’ldi, shunda bir kun kutdim — mana shu meni bezovta qildi.
Mobil versiya haqida: Android uchun 888starz apk ni saytdan yuklab olasiz, do’kondan izlab ovora bo’lmang — bunday kontoralarda shunday. iPhone bilan yurganlar ham qiynalmaydi. Dastur yengil ishlaydi, lekin yangilanish paytida kichik lagi bor edi.
Texnik yordam ruschada tez javob beradi, lekin ba’zan shablon javob yozishadi. Kyurasao ruxsatnomasi ostida ishlaydi, bu regionda ko’pchilik shunday. Umuman, men hali ham o’ynayapman — siz ham o’z boshingiz bilan qaror qiling.
Bir necha oy bo’ldi shu kontorada o’tiribman, shu bois bir-ikki og’iz yozay dedim. To’g’risi, birinchida shubha bilan qaragandim — do’stim maslahat berdi, shundan keyin urinib ko’rdim. Akkaunt ochish besh daqiqa ham olmadi, kirish summasi ham kichkina — men kichik summa bilan boshlagandim.
Assortimentni sanab chiqishning iloji yo’q — besh mingdan oshadi deb yozishadi. O’zim ko’proq Pragmatic Play slotlari yoqadi: Gates of Olympus bilan ancha o’tirganman, Sweet Bonanza esa umuman klassika. Play’n GO ning Book of Dead ni ham unutmagan ekanlar, NetEnt bilan Yggdrasil tomondan ham kam emas. Live bo’lim yaxshi ishlangan — Evolution studiyasi tortadi, kamera oldida real dilerlar o’tiradi, Crazy Time ni esa aytmasa ham bo’ladi.
Bonuslar haqida ham ikki og’iz: xush kelibsiz paketiga to’ldirgan summamni ikkiladilar, yana spinlar ham berildi. Lekin wager talabi 40x — shoshilmasangiz bo’ldi, qoidalarni albatta ko’ring. Depozitsiz bonus ham bo’lib turadi, aktsiyaga qarab. Hozirgi promo-kodlarni tekshirib ko’rsangiz 888starz скачать официальный сайт ga kirib ko’ring, har hafta yangilanib turadi.
Pul yechish masalasi ham muhim: Visa va Mastercard ishlaydi, Skrill va boshqa hamyonlar, USDT va Bitcoin ham ishlaydi — o’zim kriptoni afzal ko’raman. Yaqinda yutuqni yechib oldim, 40 daqiqacha kutdim. Faqat bir safar verifikatsiya so’rashdi, o’shanda biroz asabiylashdim — eng katta minusi shu bo’ldi.
Telefonda o’ynash tomondan: 888starz apk ni o’rnatish qiyin emas, Play Marketda yo’q — bu normal holat. iPhone bilan yurganlar ham qiynalmaydi. Telefondagi versiya sekinlashmaydi, ammo bir-ikki marta update dan so’ng kichik lagi bor edi.
Texnik yordam o’zbekchani tushunadi, garchi ba’zida quruq javob kelsa ham. Litsenziyasi Kyurasao, bu regionda ko’pchilik shunday. Nima deysiz, hozircha qolganman — har kim o’zi hal qilsin.
